Windows shareware v3.3 converts JPG/JPEG images to PDF and merges multiple images into one PDF. Add files via built-in browser or drag-and-drop, then click Create PDF and choose destination/name. Requires free email registration. Only JPG/JPEG supported; all listed images are automatically merged and resized to fit pages with aspect ratio preserved, with no option to disable merging or resizing. Quality may suffer when small images are enlarged.

Vovsoft Image to PDF Converter is a Windows program from VOVSOFT that converts JPG and JPEG images to PDF and merges multiple images into a single PDF. It is shareware, version 3.3, in the category Business::Office Suites & Tools. Supported platforms are Windows 11, Windows 10 32/64 bit, Windows 8 32/64 bit, Windows 7 32/64 bit, Windows Vista 32/64 bit, and Windows XP 32/64 bit. It is intended for users who need to merge multiple JPEGs into one PDF, provided they are careful with image size.

Images are added to a task list by selecting multiple files in the built-in file browser or by dragging and dropping files from Windows Explorer or another file manager. The main window shows the full path to each file. The user clicks "Create PDF" and specifies the destination and PDF file name. Conversion time depends mainly on the size of the photos. When the job is finished, the program offers to open the resulting PDF in the associated application.

The interface is plain and simple and focuses on functionality rather than appearance. A free registration using an email address is required at startup; email confirmation is not necessary. No other notable options are provided.

Limitations: only JPG and JPEG are supported, so other image types cannot be converted. There is no option to toggle photo merging and simple conversion. All pictures added to the list are automatically merged into one PDF, and separate PDFs cannot be created. Photos are automatically resized to fit PDF pages with the aspect ratio preserved, and there is no setting to stop this. Quality can be significantly affected when smaller images are enlarged to cover an entire page.
